I don't think META description and page content is similar in function. A META description is a brief summary of what the content of the page is all about. This HTML tag was invented to tag the document with the summary of the page content, if you will. And since your content is focused on a particular topic you should use descriptive keywords that visitors may use to describe that content. You can also use the same descriptive keywords in the summary of the page and that is in your META description tag. That is the basic function of the META description tag. Now, there are times when the user query words are not found in META description then engines show some snippet of those query words and show it in their search result. Even in those cases, engines first look for the user queried words in the description and if nothing is matched in the description then crawler will show snippet from the page content. So, always always make sure you have your META description tag in all your pages. This is a very important tag. Page content of course is important too as that dictates the description but there is not an either and or situation as you suggest in your question.
